KBRS is pleased to have assisted in the appointment of Andrew Atherton as the new Auditor General for the Halifax Regional Municipality.

Regional Council is pleased to announce Andrew Atherton as the new Auditor General for the Halifax Regional Municipality following a national recruitment process over the past number of months.
Mr. Atherton is an accomplished audit professional and leader with over 25 years of experience in performance auditing and over 15 years in leadership roles within legislative audit and public service. Currently, he is the Executive Director of Municipal Affairs with the Department of Municipal Affairs and Housing, a key role helping to connect all 49 municipalities province-wide with the provincial government.
"I am very pleased to welcome Andrew to the Halifax Regional Municipality. He has a distinguished history that will serve him well in his new role,” says Mayor Mike Savage. “We are excited to see him join and lead our strong team at the Office of the Auditor General.”
“Andrew brings the right experience and the right vision to the role of Auditor General. I am looking forward to working with him, and the rest of the team, to continue to move the municipality forward,” says Paul Russell, Chair of Audit and Finance Standing Committee.
Previously, Mr. Atherton spent over 20 years with the Nova Scotia Office of the Auditor General where, most recently, he served as Audit Principal in 2007-2016 and then as Assistant Auditor General from 2016-2022. During his time with the Office, he was responsible for many audits including work on the Nominee Program at the Office of Immigration, Pandemic Preparedness and Infection Prevention and Control at Cape Breton and Capital Health. As Assistant Auditor General, his team also completed audits on topics ranging from Diversity and Inclusion in the Public Service to a two-phased audit of the Redevelopment of the QEII, COVID-19 response spending programs as well as the planning and implementation around the Pre-Primary program in Nova Scotia.
“I am excited to join the amazing team at the Halifax Regional Municipality Office of the Auditor General and continue the important work they do finding ways to help improve performance across the municipality”, says Mr. Atherton.
Mr. Atherton graduated from Acadia University in 1997 with a BBA and obtained his Chartered Accountant designation in 2000. He has served on various committees with the Canadian Council of Legislative Auditors and co-chaired the annual Performance Audit Symposium in 2019.
Mr. Atherton will officially join the municipality’s Office of the Auditor General on December 5, 2023.

La Municipalité accueille Andrew Atherton comme nouveau vérificateur général
Le Conseil régional est heureux d’annoncer Andrew Atherton au poste de nouveau vérificateur général de la Municipalité régionale d’Halifax à la suite d’un processus de recrutement national au cours des derniers mois.
M. Atherton est un professionnel de l’audit accompli et un leader avec plus de 25 ans d’expérience en audit de rendement et plus de 15 ans dans des rôles de direction au sein de l’audit législatif et du service public. À l’heure actuelle, il est directeur général des affaires municipales au ministère des Affaires municipales et du Logement, un rôle clé qui contribue à relier les 49 municipalités de la province au gouvernement provincial.
« Je suis très heureux d’accueillir Andrew à la Municipalité régionale d’Halifax. Il a une histoire remarquable qui lui sera très utile dans son nouveau rôle », déclare le maire Mike Savage. « Nous sommes ravis qu’il dirige et se joigne à notre équipe du Bureau du vérificateur général. »
« Andrew apporte la bonne expérience et la bonne vision au rôle de vérificateur général. J’ai hâte de travailler avec lui et le reste de l’équipe pour continuer à faire progresser la municipalité », affirme Paul Russell, président du Comité permanent de l’audit et des finances.
Auparavant, M. Atherton a passé plus de 20 ans au sein du Bureau du vérificateur général de la Nouvelle-Écosse, où il a récemment occupé le poste de directeur de la vérification en 2007-2016, puis celui de vérificateur général adjoint en 2016-2022. Pendant qu’il était au Commissariat, il a été responsable de nombreuses vérifications, notamment du programme des candidats au Bureau de l’immigration, de la préparation en cas de pandémie et de la prévention et du contrôle des infections au Cap-Breton et de la santé des capitales. À titre de vérificateur général adjoint, son équipe a également réalisé des audits sur des sujets allant de la diversité et de l’inclusion dans la fonction publique à une vérification en deux étapes du réaménagement de l’IIQ, des programmes de dépenses d’intervention pour la COVID-19 ainsi que de la planification et de la mise en œuvre du programme pré-primaire en Nouvelle-Écosse.
« Je suis ravi de me joindre à l’incroyable équipe du Bureau du vérificateur général de la Municipalité régionale d’Halifax et de poursuivre le travail important qu’ils accomplissent pour trouver des moyens d’aider à améliorer le rendement dans l’ensemble de la municipalité », a déclaré M. Atherton.
M. Atherton a obtenu son baccalauréat en administration des affaires de l’Université Acadia en 1997 et sa désignation de comptable agréé en 2000. Il a siégé à divers comités du Conseil canadien des vérificateurs législatifs et coprésidé le Symposium annuel sur l’audit du rendement en 2019.
M. Atherton se joindra officiellement au Bureau du vérificateur général de la municipalité le 5 décembre 2023.
