The Office of Major Projects
HRM is excited to announce the establishment of its new Office of Major Projects dedicated to managing complex, multi-year, multi-partner, high-value projects. As the municipality evolves, so does the scale and sophistication of the projects it undertakes.
This new office is in response to the increasing complexity and financial magnitude of projects, many now exceeding $100 million. These projects require nimble, specialized expertise in project and contract management, risk mitigation and strategic infrastructure integration. By centralizing their capabilities, HRM aims to enhance efficiency, ensure rigorous governance and ensure its staff is prepared to deliver an estimated $2 billion worth of major projects forecast over the next 10 years.

Position Profile
HRM’s newly established Office of Major Projects is seeking a Project Director, Mill Cove to oversee the delivery and completion of the Mill Cove Ferry Service project, ensuring it’s delivered on time, within budget, and to high-quality standards.
Reporting to the Executive Director, the Project Director is responsible for:

  • Successfully managing and delivering on the Mill Cove Ferry Service project to completion. Construction of the new Mill Cove ferry terminal will include a public library, an access road bridged over CN rail line, the demolition and reconstruction of the Halifax ferry terminal, the establishment of a temporary ferry terminal, the construction of a maintenance facility, and the acquisition of five electric ferries, for an overall project cost of approximately $260M.
  • Exhibiting exceptional leadership, communication, and problem-solving skills, building and managing cross-functional teams and engaging with key partners.
  • Driving continuous improvement and innovation throughout the project.
  • Managing and assessing project risks and navigating regulatory and legislative requirements.
  • Fostering a collaborative and high-performance work environment to achieve project outcomes.

Ideal Candidate Profile
As the ideal candidate, you are a seasoned project manager with a track record of successfully leading complex infrastructure construction projects from bid to close-out. Some exposure to the oversight of major projects within municipal or other government environments would be considered an asset. You excel in developing and monitoring comprehensive project plans, ensuring financial efficiency, resource allocation, and timely delivery. You proactively implement risk management plans and ensure compliance with relevant regulations and standards. Committed to quality assurance, you establish evaluation strategies to continuously monitor progress and promote innovation and new technologies to enhance project outcomes.
You are a skilled people manager with experience building, supervising, mentoring, coaching, and training project personnel, fostering a collaborative environment that encourages team engagement. An exceptional communicator, negotiator, and collaborator, you easily engage with a broad range of key partners. You are a confident decision-maker and consensus-builder with the political savvy and natural ability to facilitate discussions and reach common ground.
