Chief Financial Officer/ Director of Finance & Asset Management

Reporting to the Chief Administrative Officer, the Chief Financial Officer/ Director of Finance & Asset Management is responsible for providing effective leadership to Halifax Regional Municipality’s (HRM) Finance and Asset Management team. The CFO/ Director will lead the stewardship of core services such as accounting, payroll, procurement, stores, revenue, treasury, fiscal and tax policy, budget, financial analysis, corporate planning, asset management and real estate. A significant responsibility of the Director is to provide input and leadership to council and the senior management team in the formulation of strategic policies and direction as it relates to financial budgeting reporting, internal controls, and the long-term fiscal health and financial sustainability of the Municipality.

As our ideal candidate, you have a degree in Commerce, Administration or a related field along with a professional accounting designation. You have significant senior financial management experience in a large complex organization, preferably within the public sector. You are deeply experienced in developing and implementing widely diversified financial delivery strategies; you can communicate financial analytics in a clear and concise manner to your colleagues on the senior management team as well as Council and you are confident and well prepared when presenting within a public forum; an innovator who can lead change and persuade a variety of stakeholders to accept new approaches and perspectives for achieving positive results; open-minded and flexible as a leader, you value and rely upon the input of your team and encourage their development.  You assist in the development of managers and supervisors, while fostering a supportive environment and you work in concert with the Corporate Office of Diversity and Inclusion to create and promote a healthy, diverse and inclusive work environment, and ensure alignment with the corporate Diversity and Inclusion framework.
Highly motivated, disciplined and energetic, you have well honed and recognized executive level financial management, budgeting, business planning and project management skills and you will lead by example in your dedication to the mandate of ensuring fiscal responsibility and effective asset management on behalf of the citizens of the Halifax Regional Municipality.
