Director, Planning & Development

In 1996, the Cities of Halifax and Dartmouth, the Town of Bedford and Halifax County amalgamated, forming Halifax Regional Municipality (HRM). Reporting to the Chief Administrative Officer, the Director, Planning & Development is responsible for providing effective leadership to the Halifax Regional Municipality’s (HRM) Planning & Development Business Unit and providing the vision, leadership and strategic direction to the team.  You will be responsible for the stewardship of professional planning services in the areas of regional and community planning, urban design and heritage planning, land development and regulation, infrastructure planning & growth analysis, energy & environment management, licensing & compliance and building standards. 

The ideal candidate has a degree in urban planning/design, public administration, engineering or other relevant field, as well as a reasonable level of knowledge of municipal planning and development.  You are a well-respected strategic and visionary leader with superior communication and relationship building skills.  You are process-oriented yet open-minded and flexible and can anticipate and plan for evolving needs and priorities. A thought leader in evaluating policies and processes for efficiencies and continuous improvement, you are proficient in cost management and budgeting, labour relations and human resources.  You have the ability to work collaboratively, particularly with external stakeholders and municipal partners, and you have a natural customer service orientation. 

You have the credentials, reputation and confidence to publicly represent the business unit on behalf of HRM and to develop proactive working relationships with a variety of stakeholders such as key influencers from government, community organizations and the development community.
